The complexity of developing a GIS makes it easy to overlook an important component of any functional GIS, it's Application Development.
Application Development is an integral part of GIS operations. It is the creation of the tools necessary to complete the goals and objectives detailed in the Needs Analysis. It is important to have a clear idea of what applications need to be developed. Introducing these applications should emphasize the GIS's overall importance to the organization, the degree of impact and visibility, cost of development, and benefit of automation.
